Is this what the overscan values should be when it says this in the service manual? or does this mean something completely else?

    NOTE
: Make sure that the picture size is within specs. Vertical size is 11.8 ± 0.1 sq. and horizontal size is 15.8 ± 0.1 sq.

It sounds like it.  What is the screen size of the set and what is the video source when the measurements are made?

The screen size 34".   Sony KD-34xs955.   Its Video 5 and I'm using component cables.   Currently using Avia's overscan disc with the TV on the "full" setting i have it set to 3% on each side.

I wouldn't worry too much about the physical size, as long as the overscan is even on all 4 sides, and linearity is good (circles are round, etc..) The only time you may want to measure is in Normal mode, where you may want to set an exact 4:3 ratio. To be honest, you can cheat and make it wider, with less overscan on the sides than the top. On the other hand, there can be garbage and other useless junk at the extreme edges. Generally, less than 2% won't really reveal anything useful.
